In order to fill the proposed new post
of 2nd Assistant Auditor in Hong Kong (C.0.52892/28)
I recommend the selection of Mr.A.F.R.Howard
(C.0.12591/W.A.), the present Auditor in the
Gambia, who has intimated his willingness to
accept the transfer if offered to him.
Mr.
Mr.Howard's service in the Colonial Audit
Department extends over 9 years. The reports on
his work and conduct have been uniformly satis-
factory and since his appointment as Auditor in
the Gambia, in November 1926, he has shown him-
self to possess ability and initiative.
Howard's present salary is £690 per annum (in
the West African long scale to £920) plus £100
per annum local allowance and £72 seniority
pay, and if his transfer is approved, I recommend
that he should be allowed to enter the scale of
salary attached to the new post of 2nd Assistant
Auditor in Hong Kong (£650 - 50 - 900) at 750
per annum with annual increments of £50 calculated
from the date that his transfer takes effect.
